Earlier today Governor Ducey issued EO 2021-09 which bans “vaccine passports” and prevents state and local governments from requiring Arizonans to provide their COVID-19 vaccination status to receive service or enter an area.
- Under the EO, state agencies, counties, cities, and towns cannot issue a measure that requires an individual to provide documentation of their COVID-19 vaccination status in order to enter a business, building or area or to receive a government service, permit or license.
- Private businesses are not prohibited from requiring vaccination documentation in order to provide services or allow entry.
- Additionally, healthcare institutions may require COVID-19 vaccination status documentation. Schools, child care centers and universities may also collect vaccination documentation.

Additionally, Governor Ducey issued Executive Order 2021-10 which rescinds a section of EO 2020-51, issued by the Governor in July, directing schools to require face masks.
- K-12 school districts and charter schools still maintain the right to institute and enforce policies to mitigate against COVID-19 spread, including the use of masks.
